The Net-Zero Carbon Accommodation Programme (NetCAP) has transformed the UK Defence Training Estate
The Net-Zero Carbon Accommodation Programme (NetCAP) revolutionised military living standards across the UK Defence Training Estate. The programme delivered over 70 carbon-efficient single and double-storey accommodation blocks, providing more than 3,900 bed spaces. Designed to set new benchmarks in sustainability and energy efficiency, NetCAP combined innovative off-site construction with cutting-edge SMART technology.
Westdown Camp Prototype: Setting the Standard
Working alongside the Defence Infrastructure Organisation (DIO) and Landmarc Support Services, Reds10 delivered the first prototype at Westdown Camp on Salisbury Plain. This modern facility achieved an A-rated Energy Performance Certificate (EPC), just 12 points from net zero, thanks to air source heat pumps and rooftop solar panels. The building was manufactured and installed in just 15 weeks and earned recognition at the Ministry of Defence’s 2020 Sanctuary Awards.
Nesscliff Training Area: Carbon Negative Accommodation
Building on lessons learned, the second site at Nesscliff Training Area in Shropshire improved on the prototype with three accommodation blocks achieving an EPC rating of -5. These buildings generated power for the site, significantly reducing electricity costs. Delivery timelines were reduced to just 13 weeks for multiple blocks, demonstrating the efficiency of modular construction.
Expansion Across the UK
Following Nesscliff, additional sites including Castlemartin Training Area in Pembrokeshire, Brunswick Training Camp in Surrey, and further buildings at Westdown Camp achieved even better EPC ratings of -7, -9, and -10 respectively. The programme also included several double-storey buildings, the first of which were installed at Brunswick Training Camp, providing 104 bed spaces while remaining carbon negative.
SMART Technology and Sustainability
Each NetCAP building incorporated SMART building technology to monitor and optimise energy use, feeding valuable insights into future designs. All buildings achieved Defence Related Environmental Assessment Methodology (DREAM) ‘Excellent’ ratings. The programme delivered a 33% reduction in embodied carbon between the first and second sites, equating to approximately 130 tonnes of carbon saved per building—over 9,100 tonnes across the programme.
Green Innovations for Long-Term Efficiency
To boost environmental performance throughout the lifecycle of the buildings, NetCAP integrated:
- Solar panels and air source heat pumps
- Heat recovery systems in showers and drying rooms
- Rainwater harvesting to reduce water consumption
These measures ensured operational efficiency and resilience, enabling buildings to generate power for their sites and reduce running costs.
Industry Recognition
The NetCAPs earned significant recognition, winning Infrastructure Project of the Year at the UK National Government Opportunities (GO) Awards and the MOD’s Sanctuary Awards in 2021, and was shortlisted for several major industry accolades in 2022.
